Palisades Computer Repair cannot recover encrypted folders and files from a computer until repaired to the point that it will boot to the dektop
The only way to recover encrypted files and folders is to repair the system to the point that it will boot to the desktop and function well enough to back up the password data.
If your computer's operating system is damaged beyond repair to the point that it won't "boot" to the desktop, then your encrypted files and folders are probably gone for good unless you previously manually exported a "cryptographic key". In general these files can only be accessed by the specific user that encrypted the files and via the Windows desktop from that one specific computer! Once copied to another computer or new installation of Windows, the files will not open without the "key", even if you created the same exact user name or administrator account name. If you are not sure if any of your files are encrypted, then you probably don't have any. In order to encrypt files you must right click a folder, select "properties", then under the "general" tab click "advanced", then check "encrypt contents to secure data".
